The Lake and Ponds Commission receives its charter from the
Lake Barrington Community Homeowners Association (LBCHA) Master Board.
Purpose:
Develop, install and administer programs which will maintain
the Lake and Ponds of LBCHA in optimum condition.
Responsibility:
- Administer
the approved maintenance programs from the lake and ponds.
- Investigate,
select and recommend to the Master Board retention of such consultants as
are judged necessary for accomplishing the purpose and responsibilities of
this charter.
- Prepare
specifications for harvesting of weeds in the lake. As required, solicit bids for the
harvesting of weeds in the lake, select a bidder and submit a
recommendation to the Master Board.
- Where
required, arrange for chemical treatment of the lake and ponds.
- Prepare
and plan to correct, repair and control any erosion which affects the lake
or any pond which is a part of Lake Barrington Shores Common
Elements. These plans will be
developed with assistance from the Public Works Commission, the Landscape Commission and the Social
and Sports Commission. Solicit
bids for completion of the plan and make a recommendation to the master
board.
- Investigate
the need for, prepare plans and make recommendation to the Master Board
for approval of any man made structure which will be in, on or above the
plane of the lake or any pond. This includes an alteration of the Marina
building.
- With
the assistance of the Social Sports Commission Develop and monitor
recreational uses of the lake and ponds.
- Establish
policies concerning acceptable water levels in the lake and ponds. Present these policies to the Master
Board for approval. Administer
these policies.
- With
the assistance of the Public Works Director with input from the Landscape/
Planning Coordinator and the Social and Sports Director, develop a budget
and a five-year plan for submission to the Finance Commission.
- Prepare
an annual report for presentation at the Annual Meeting of LBCHA.
- Any
other responsibility which may be assigned by the Master Board.
Organization:
Each Condominium Association may select two homeowners as
representatives to the Commission.
Where matters before the Commission require a vote, each Condominium
Association will have only one vote.
The Management Office will provide a representative who will
be an ex-officio, non-voting member of the Commission.
The Commission will elect a chairperson and a
secretary. The chairperson is
responsible for preparing an agenda for each meeting. The chairperson is responsible for conducting the meeting. The chairperson or an alternate will present
a report of the Commission’s current activities at the monthly Master Board meeting. The secretary is responsible for
transcribing the minutes of each meeting and providing these minutes to
the Management Office for distribution
in a timely manner.
